  • Bachelor of Arts (Musicology and Educational Psychology, Victoria University of Wellington, New Zealand.

  • Bachelor of Music (Performance), Victoria University of Wellington, New Zealand.


Caroline has significant public policy, strategy and governance experience in the infrastructure, social and arts sectors, spanning over two decades.

Caroline joined Kalimena from a successful career in the public sector, combined with significant experience in the voluntary sector, including with Steiner Education Aotearoa New Zealand, Orchestra Wellington and the New Zealand Suzuki Institute.

Caroline’s experience, both appointing people into governance roles and undertaking governance positions herself, gives her unique insights into how organisations and projects can be established to succeed in the best and worst of situations. She enjoys the challenge of working in demanding situations that enable her to draw on the breadth of her experience to support successful projects and processes that guide an organisation towards its objectives.


Key Projects 

  • Pacific Wellbeing Strategy - development of inaugural strategy, lead for wellbeing outcome framework and indicators.

  • Initial Mental Health and Wellbeing Commission - Project Lead for the Interim Report.

  • Building Sector Reform Package - Team Manager, leading the team developing the legislative reform programme.

  • Establishment of the Health Promotion Agency - Programme Lead for Crown entity reform, including consultation work programme and Select Committee processes.

  • Waterview Connection - Investigation of the potential for a Public Private Partnership – analysis of procurement options and evaluation of project business case

Caroline enjoys a challenge and is driven by results. She seeks to make a difference through the work she does.

Caroline is creative, and gains a lot of satisfaction from coming up with new ideas to advance initiatives or support organisations to succeed. Caroline naturally thinks ‘outside the square’ and doesn’t assume the value or efficacy of the status quo.
