  • Bachelor of Arts with Honours (First Class), majoring in Public Policy, Victoria University of Wellington, New Zealand.


Andrew leads our economics and policy practice, specialising in housing sector reform, transport sector strategy, and economic analysis.

Andrew is most interested in applying economics to enable rigorous policy thinking, helping clients develop meaningful solutions to their challenges. He has over 20 years of experience in strategic and operational policy – with a strong focus on economic analysis.

The variety of Andrew’s experience is a key strength. Working across different areas has given him the opportunity to apply his knowledge of economic and policy frameworks to a range of different problems and to learn what works. He can quickly apply his previous experience to new policy areas to support you making progress to resolve your problems.

Andrew has worked across the entire policy development lifecycle, including emerging policy development. He has a strong interest in the development of pragmatic operational policy to deliver better climate change outcomes.


Key Projects 

  • Digital transformation of the resource management system - building the case for government intervention through investment, regulation and support to digitalise the resource management system.

  • Project Lead: Infrastructure Chapter of the draft National Planning Framework - leading the team developing a new national regulatory framework for infrastructure planning and consenting.

  • Let’s Get Wellington Moving - Programme Integration, including Economics and Carbon Lead.

  • Wellington City Council - Proposed district plan amenity and design provisions cost-benefit analysis (literature review and desktop analysis).

  • Affordable Housing Fund – policy proposal to target problems around the affordability of housing for low- to moderate-income households with a sustainable, long-term solution.

  • Freshwater Farm Plansformulating regulatory changes to improve freshwater quality by developing a practical, context-specific approach to managing on-farm risks to water that is scientific and puts landowners in control of, and responsible for, on farm actions.

Canterbury Earthquake Recovery

  • Establishment of Ōtākaro Limited and Regenerate Christchurch – analysis of economic and commercial incentives to drive commercial outcomes for public investment in social infrastructure

  • Christchurch Central Recovery Plan / Regulatory Impact Statementeconomic and regulatory analysis of options for the complete rebuilding of the Christchurch CBD following the Canterbury Earthquake series in 2010-2011.

Andrew is passionate about helping cities to grow and adapt through considered investments in transport and mobility systems, modern, affordable housing, and other necessary horizontal, social and digital infrastructure. He brings the ability to set bold future visions, while understanding the pragmatic decisions and trade-offs needed to deliver them. Knowing that although every city is uniquely different, he specialises in guiding the right investments, in the right place, at the right time.

Andrew believes he brings a critical multidisciplinary perspective to policy development and economic strategies.

“I have run my own business for most of my career – working with my clients to collaboratively develop our understanding of the problems they need to revolve, and the options for achieving success.

I understand how to scope problems – to define them, identify solutions, and to bring everyone along on the journey. Equally – when I enter a project, I work hard to identify what’s already been done, and how I can help to advance the project forward, on time and on budget. I strongly believe that keeping our eyes on the strategic objectives will ultimately support us to achieve the best possible outcome.

Communication comes naturally to me. I am a people-person and enjoy working within teams to support everyone to pull towards the desired outcomes. I have worked successfully with teams of junior analysts as well as chief executives and Ministers of the Crown.

I engage strongly in the environment around me. I enjoy Wellington’s beautiful urban parks, its characterful architecture, its fine cafes and its proximity to the wild. I volunteer for the Remutaka Conversation Trust, which is working to support our unique biodiversity. Over 15 years I’ve had the pleasure of supporting the re-introduction of kiwi into the Wellington region.”
